The current focus of International Cooperative Development at SPA is top-level U.S. Navy acquisition planning, supporting acquisition community strategy development for international armaments cooperation, Program Management, and strategic planning support. SPA’s capabilities in this area stem from government and industry experience in developing and managing cooperative armaments projects with key U.S. allies as well as previous Program Management experience.
SPA applies successful principles of cooperation in acquisition strategy, policy, and process to establish international research and development projects that yield technologies and capabilities for meeting U.S. Navy future requirements. The objective of these efforts is to create benefits for the U.S. Navy and its allied partners that include:
- Strengthening Maritime Partnerships through Cooperative Armaments Research and Development
- Leveraging Promising International Technologies and Industrial Bases into Cooperative Projects
- Reducing Total Acquisition Expenses by Sharing Development, Procurement, and In-Service Support Costs
- Eliminating Duplication of Work and Increase Synergistic Use of National Capabilities
- Establishing Long-Term Industrial Bridges
- Enhancing Coalition Interoperability
SPA provides program management and strategic support to the U.S.Navy Program Executive Office for Integrated Weapons Systems on international cooperative programs and initiatives dealing with:
- Advanced Radar Technology
- Open Architecture Interfaces between Future Radars and Combat Systems
- Future Open Architecture Combat System Development
SPA also provides program management and strategic support to Naval Sea Systems Command for Coalition Interoperability initiatives including:
- Coalition Distributed Engineering Plant
- Battle Management C4I
- Modeling and Simulation
- Coalition Interoperability Cooperative Strategy and Roadmapping
International Cooperative Policy and Program Development
SPA has supported U.S. Navy resource sponsors and acquisition decision-makers in their development of common strategies and roadmaps for leveraging cooperative opportunities into U.S. Navy research, development, and acquisition efforts. SPA assessed current U.S. Navy policies, processes, procedures and organizational alignments for the U.S. Navy Senior Naval Representative (SNR) to suggest how best to capture benefit from cooperation, as well as recommended best practices for initiation and translation of emerging cooperative initiatives into tangible acquisition programs. SPA is also supporting the Department of Homeland Security in developing and implementing a common approach to critical infrastructure protection with initial emphasis on our major hemisphere partners (i.e. Canada and Mexico), then expanding to partnerships with other coalition partners in the Global War on Terrorism.
Maritime Theater Missile Defense Forum
A key aspect of SPA activity is support to the U.S. Navy participants within the Maritime Theater Missile Defense Forum. This Forum provides an environment for navies to exchange information, identify common needs, harmonize requirements, and explore cooperative opportunities. The Forum has evolved to become an effective instrument through which the navies are beginning to cooperate on a broad range of missile defense activities, focused specifically on Coalition Interoperability and Open Architecture initiatives.
CG(X) Radar Development
SPA applies its expertise in radar technology and open architecture engineering to support the Major Program Manager for Above Water Sensors, Program Executive Office for Integrated Warfare Systems (PEO IWS 2.0)’s acquisition of an advanced multifunction S-Band radar for the next-generation cruiser, CG(X). SPA plays key roles on the U.S. Navy’s CG(X) Radar Acquisition Team, joining with SPA’s Radar and Sensor Group (RSG) in assisting PEO IWS 2.0’s navigation of the acquisition process and establishment of the CG(X) Radar Competition. SPA participation allows the U.S. Navy to directly leverage the significant technical risk mitigation gained from ongoing international cooperative naval radar and open architecture research efforts into the CG(X) acquisition, in turn facilitating lower development and procurement costs.
