James A. McDonell
Vice President
Division Director, Joint Analysis and Assessment Division
Jim McDonell leads the Joint Analysis and Assessment Division, which provides analytically-based decision support to Surface Warfare, Missile Defense, Aviation, Information Warfare, and Manpower/Personnel clients. The division is comprised of five groups: the Joint Aviation Analysis Group, Naval Surface Warfare Analysis Group, Resource Programming and Assessment Group, Radar Systems Development Group and the ISR Systems Group.
Mr. McDonell has more than 35 years of leadership experience in a full range of maritime security, Carrier Strike Group operations, and aviation issues. His experience includes a 28-year Navy career, where he was Seventh Fleet N3/N5/N7 and commanded the nuclear powered aircraft carrier USS JOHN C. STENNIS (CVN74). Mr. McDonell joined SPA in 2004.
Mr. McDonell holds a Masters Degree in Operations Research from the U.S. Naval Postgraduate School; a Bachelor’s Degree in Accounting (magna cum laude) from Binghamton University; and achieved a Program Manager Level II Certification as part of his continuing education.
