John V. Quigley
Vice President
Division Director, Maritime Requirements and Assessments Division (MRAD)
John Quigley leads the Maritime Requirements and Assessments Division, which conducts a full spectrum of requirements development and operational and technical assessments of maritime capabilities. These analytically based assessments include modeling and simulation from engagement level trade-offs through joint and multinational global and theater-level campaign assessments. The division also specializes in Navy Anti-Submarine Warfare capability and technology assessments and Concept Development and Experimentation. The Division is comprised of three groups: the Maritime Capabilities Analysis Group, the Joint Campaign Analysis Group, and the Undersea Warfare Analysis Group.
Mr. Quigley has more than thirty years of leadership experience including twenty years as a Navy submarine officer. He has been with Systems Planning and Analysis, Inc. since 1999 and is experienced in management, operations analysis and research of maritime capabilities through the execution of numerous programs developing concept of operations, conducting warfighting and technical tradeoff analysis, and developing capability and programmatic requirements.
Mr. Quigley holds a Bachelor’s Degrees in Marine Engineering from the U.S. Naval Academy, a Masters Degree in National Security Studies from the National War College, and a Masters Degree in Business and Computer Resources Management from Webster University.
