Program Management and Acquisition Reform Support
SPA has expertise in all program management disciplines and has first-hand experience with interpreting and implementing the latest DoD acquisition policy, including all aspects of acquisition reform. SPA uses tested methodologies and tools designed to ensure sound management of DoD programs and has proven program management and acquisition reform capability in the following key areas:
Innovative acquisition planning and strategy formulation, including definition of contract
cost, performance, and affordability incentive plans for multi-million dollar contracts.
- Definition of contract cost, performance, and affordability incentive plans for multi-year contracts for Program Definition and Risk Reduction (PDRR) and Engineering and Manufacturing Development (EMD).
- Formulation of cost as an Independent Variable (CAIV) Plan and Objectives for the two major Navy acquisition programs.
- Program definition, planning, and documentation, including development of tailored acquisition documents and program plans for ACAT programs.
- Evaluation and implementation of acquisition reform initiatives, specs and standards reforms, contract requirements, metrics and status reporting, and revised DoD acquisition guidance.
- Comprehensive milestone decision support, including documentation development and Program Decision Meeting support.
- Extensive Integrated Product and Process Development (IPPD) Integrated Product Team (IPT) implementation for major Navy programs.
- Leadership of team that developed and implemented an IPT process used as a model of excellence.
SPA resources include thorough knowledge of proven acquisition and program management software applications such as the Air Force Acquisition Model (AFAM), the Program Acquisition Information Database (PAID), the Defense Acquisition Deskbook, and available Internet sources. SPA also has extensive experience in developing and tailoring acquisition and program management tools, including the following examples:
- Development and implementation of a Database Management System (DMS) for tracking and coordinating the review of contract deliverables, GFE/GFI/GFM, and action items.
- Development, implementation, and training on the use of an integrated fiscal year financial and requirements planning system for managing work efforts of Navy field activities and support contractors.
