The Security Programs Group (SPG) combines programmatic, acquisition and operational experience, accomplished security analysts, and modeling and financial tools to provide a spectrum of program planning, threat, vulnerability, and countermeasure assessments, risk assessments, and financial management services in support of the Navy’s Nuclear Weapons Security Program.
Program Management and Acquisition Support:
- Program structure and strategy development.
- Program documentation development.
- Support of program execution and implementation.
- Program risk assessment planning and process execution.
Policy Review and Vulnerability Assessments:
- Thorough knowledge and understanding of existing nuclear weapons policy.
- Assessment of potential policy modifications impact on program elements, operations, and risk.
- Support to on-site security vulnerability assessments, exercises, and inspections, including identification of key issues.
- Threat definition and assessment processes.
Modeling and Simulation (M&S):
- Participation in wargame simulations and analysis.
- Quantitative analysis of the level of security risks and retirement of these risks as a function of time / project implementation.
- Cost-effectiveness analysis of planned and proposed security projects and resource allocation prioritization.
- Research and assessment of new technologies and their potential vulnerability mitigation effectiveness.
Financial Management and Execution Support:
- Budget and execution plans development.
- Alternative funding strategies development.
- Development and maintenance of detailed, project-level funding tracking.
