Systems Planning and Analysis provides timely and objective analysis and integrated technical, operational, programmatic, policy, and business solutions in support of important national security objectives.  SPA is seeking a Program Manager for a technical and analytical support services IDIQ contract.
Requirements:
• Bachelor’s degree or higher required preferably in Engineering, Physical Sciences, Mathematics, Management Information Systems, Business, or related discipline. Some management courses preferred.
• 10+ years of program management experience. 
• 5+ years of experience managing major research and development efforts for defense organizations. 
• Experience with regulatory compliance, contract management, contract administration, security, training, and quality assurance.  
• Experience working for or with the Defense Advanced Research Projects Agency (DARPA).   
• Knowledge of the Federal Acquisition Regulation (FAR) and DoD procurement policies.   
• Ability to communicate effectively, both verbally and in writing, to junior and senior audiences.  
• Technical proficiency with MS Office, including Excel, Word, and PowerPoint.   
• Demonstrated experience in business development, capture management, marketing, and creating client value through IDIQ vehicles.   
• Demonstrated ability to lead complex, multi-organization team in organizing and responding to IDIQ task orders.  
• Must be holding a current Secret security clearance, eligible for Top Secret.
Job Description:
The technical and analytical support services contract PM will coordinate support across multiple task orders. This position will: build relationships with business partners and clients to maximize use of the IDIQ contract vehicle, create value for clients by providing leadership, influencing direction, and providing innovative solutions to business problems and challenges, oversee contract administration responsibilities across all task order contracts, and manage distribution of opportunities to appropriate decision makers.
  
    

Candidates must be able to work independently and as part of a team. Successful candidates will be subject to a security investigation and must meet eligibility requirements for access to classified information. U.S. citizenship required.
