The Operational Support Analysis Group (OSAG) within SPA specializes in the application of Operations Research techniques and analytic skills to support multiple clients within DoD. One of OSAG’s clients is the Office of Net Technical Assessment (ONTA) within the Office of the Secretary of Defense. ONTA provides an analytic foundation for Department of Defense investment decisions to restore technical overmatch of the U.S. Armed Forces. 
Requirements:

• Bachelor of Science degree in Mathematics, Physics, Computer Science, Operations Research, Systems Engineering, or other Engineering field.  
• Master’s degree is desired.
• 10+ years of professional experience conducting operational and technical analysis of blue and/or red weapons systems capabilities to inform operational planning/employment, acquisition decisions, and/or Senior Leadership.  
• Demonstrated experience in the following is required:
     o Developing concise, well-written analytic products to inform decision making and presenting analytic results to diverse operational and technical audiences as well as Senior Leaders.
     o Applying all-source intelligence products and interaction with Service and/or national intelligence organizations.
     o Planning and executing military operations at the unit, component, and/or JTF level leading to an understanding of US and adversary CONOPS; Tactics, Techniques, and Procedures; and weapons systems capabilities.
     o Conducting and leading quantitative analysis efforts that utilize modeling and simulation tools and integrate analysis findings using advanced spreadsheets, databases, or other knowledge management systems.
• Must be self-motivated individual with a strong work ethic, time-management, and interpersonal skills; able to work well individually and as part of a team.
• Active DoD Top Secret Clearance is required.

Desired Experience:
• Experience conducting and leading Operations Research Analysis supporting DoD customers and/or military operations.
• Experience performing wargame design and development.
•Experience producing all-source intelligence analysis products in the Service or National Intelligence Communities.
• Experience participating in DoD Requirements, Acquisition, or Science and Technology Development Processes.
• Experience using one or more programming languages (e.g. VBA, C++, C#, .NET, Java, Python, SQL, ASP, etc.).

 

Job Description:
Manage multiple lines of effort in a fast-paced environment, while facing multiple deadlines and competing resources.  Interact with a variety of customers to understand their analytic requirements, create a vision for decision-ready, analytic products to support those needs, and execute that vision to deliver high quality, responsive products.  Support multiple, concurrent analysis efforts in support of internal and external clients.  Support the development of integrated study plans that articulate study objectives, process, resources, and schedule.  Support the development of requirements for analytic tools and models to be developed in house or externally. Develop plans of action, timetables, and staffing plans in order to meet established deadlines. Provide status updates of current/ongoing/future efforts to leadership and to the customer in a clear/concise manner.  Support rigorous red teaming and quality assurance reviews of analytic products to ensure consistency and quality.  Work with multiple team leaders to manage dynamic work force, integrate related analysis efforts, meet client needs, and protect future project timelines.
