The Strategic Operations and Support Division (SOSD) supports critical U.S. government programs providing systems engineering support, systems safety support, financial analysis support as well as security policy, compliance, and assessments. The position to be filled supports the Conventional Prompt Strike project, a new and exciting endeavor in conventional hypersonic weapon development in support of Strategic Systems Programs (SSP).
• Bachelor's degree or equivalent combination of education and experience.
• 0-2 years of Financial management and/or government accounting experience.
• Experience with Navy ERP desired.
• Experience with Operations and Maintenance, Navy (OMN), Weapons Procurement, Navy (WPN), Research Development Test and Evaluation, (RDTE), Shipbuilding and Conversion, Navy (SCN) and Military Persons (MILPERS) funding is a plus.
• Proficient in MS Office, with an emphasis on Excel.
• DoD PPBE experience is desired.
• Active DoD clearance is required.
Job Description:
Support the development of realistic and defensible execution plans, program structure and creative solutions to enhance the program’s ability to execute near and long term goals.  Coordinate with the budget analyst, program engineers, senior leadership and stakeholders to ensure execution is consistent with budget plans and is coordinated with program stakeholders as needed.  Provide analysis on cost, schedule, performance, variance and risk.  Participate in Program Objectives Memorandum (POM) development.  Assist in developing responses to internal and external budget data, to include Congressional inquiries, calls to justify program requirements.  Research DoD and DON financial management policies and regulations to support senior leadership developing responses to internal and external data calls.  Collect, monitor and analyze obligation/expenditure information from the source (contractor or government activity) and official and/or unofficial accounting records or systems.  Draft/review/prepare back up information and recommendations for financial presentations.

Candidates must be able to work independently and as part of a team. Successful candidates will be subject to a security investigation and must meet eligibility requirements for access to classified information. U.S. citizenship required.
