The Undersea Technology Assessment Group within SPA supports the Navy and other government organizations with timely and objective capability assessments, technology evaluations, and strategic planning.  UTAG delivers:

• Quantitative and qualitative modeling and analysis combined with extensive maritime operational and technical experience to develop integrated solutions to deterrence and warfighting challenges.
• Cost-effective platform, mission, payload, and operating strategies to address capability gaps and exploit opportunities to create asymmetric cross-domain effects.
• Expert policy, technology, and business case assessments; requirements development; technology transition management; operational mission analyses; survivability studies; and program support.
• Bachelor’s degree in an engineering or technical field such as Operations Research, Mathematics, Engineering, or Physics. A non-technical degree may be accepted alongside demonstrated technical acumen.
• 5+ years of experience in submarine operations, to include service onboard a submarine (SSBN/SSGN/SSN Junior Office or Department Head), operations research or technical analysis in a related field, or analysis of naval S&T/R&D (e.g., previous experience conducting undersea warfare analysis at ONR, DARPA, NAVSEA, etc.).
• Must have the ability to analyze complex issues related to submarine security, taking into account an integrated understanding of current submarine operations, technologies, and threats.
• Must have the ability to effectively contribute on teams tasked with developing rigorous analytic solutions to top-level Navy issues.
• Must have the ability to exercise independent judgment and to work autonomously with minimal supervision.
• Current DoD Top Secret security clearance with SCI eligibility.
• Demonstrated ability in applying innovative concepts, quantitative tools and creative data visualization methods to address Naval issues.
• Experience in military operations analysis, including requirements definition, conduct of analyses of alternatives, and risk analysis.
• Experience in Oceanography or Ocean Engineering is desired.
• Modeling and Simulation (M&S) experience is desired.
• Experience using MATLAB, Java, or other analytical software to solve complex problems is a plus.

Job Description:
Responsible for providing a combination of policy, operational, technical, analytical, and historical perspective in matters directly related to submarine security. Provide technical and operational analysis, modeling and simulation, and transition management to assist OPNAV N97 (SSTP/S3P) and its stakeholder government organizations. Assist OPNAV N97 to understand submarine security and survivability challenges, investigate strategic and operational impacts of potential countermeasure concepts and technology solutions, and facilitate their transition to programs. Draft, review, and staff written and graphical analysis products used by government decision makers.

Candidates must be able to work independently and as part of a team. Successful candidates will be subject to a security investigation and must meet eligibility requirements for access to classified information. U.S. citizenship required.
