The Civil and San Diego (CSD) unit is responsible for a broad range analytical, engineering, independent assessments,strategic planning, and technology research, development, testing, and evaluation (RDT&E) programs in support of new SPA markets.  SPA San Diego provides technical support services to C4I programs and related processes within the Space and Naval Warfare Systems Command (SPAWAR) enterprise, including PEO C4I and SSC Pacific.  The group provides support for multiple programs and projects within PEO C4I, and for technical and engineering services to assist and support SPAWAR in carrying out its Science and Technology (S&T) management responsibilities.
  • Bachelor’s degree in one of the following is required:  Engineering, Technical or Business
  • 3-5 years of previous experience is required.
  • Demonstrated ability to clearly communicate (verbal and written) complex technical subjects and concepts.
  • Demonstrated ability to reliably manage complex U.S. Navy and non-Navy stakeholder interactions throughout the project management process.
  • Demonstrated ability to manage multiple projects simultaneously – mitigating schedule and scope risk – and providing recommendations to achieve U.S. Navy S&T objectives.
  • Demonstrated experience in DoD and U.S. Navy S&T programs and processes.
  • Demonstrated experience in DoD and U.S. Navy systems engineering process, policies, and procedures in support of DoD acquisition programs.
  • Strong interpersonal skills.
  • SECRET security clearance is required.

  • Desired Qualifications:
  • Understanding and experience with technology/product development and marketing of technology/products for adoption in the commercial marketplace.
  • Experience facilitating agreements (e.g., research partnerships or contracts) through coordination with multiple internal and external stakeholders.
  • Experience with building, enabling, supporting, and/or managing strategic partnerships and alliances.
  • Skills, experience, or training in negotiation, mediation, or agreement facilitation.
  • Knowledge and experience with technology commercialization and technology transfer concepts and processes.
  • Defense Acquisition Workforce Improvement Active (DAWIA) certification in Engineering, Science and Technology Management, or Information Technology.
  • Qualified for a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) access.
  • Experience providing systems engineering support to U.S. Navy acquisition programs.
  • Experience providing engineering support within SPAWAR, PEO C4I, SSC Pacific.
  • Experience providing systems engineering support to an ACAT program.
  • Experience providing test and evaluation support to US Navy acquisition programs.
  • Program management experience or certification (e.g., PMP).
  • Operational experience in U.S. Navy intelligence, surveillance, and reconnaissance (ISR), information operations (IO), meteorology and oceanography (METOC), or unmanned undersea vehicles (UUVs).
  • Job Description:
    Mid-level technical specialist or systems engineer needed to provide science and technology and engineering management support to U.S. Navy organizations.  The position will provide research and technology applications support to a U.S. Navy research and development laboratory, assisting with the growth of research collaboration to meet requirements set forth in the Federal Technology Transfer Act.  The position may also be required to provide systems engineering management support to a U.S. Navy program office responsible for the development and acquisition of C4I capabilities within the parameters of the Defense Acquisition System.  The place of performance for this position is at a U.S. Navy installation.

  • Support technology agreements between SSC Pacific (a U.S. Navy laboratory) and external partners.
  • Interface with multiple internal and external stakeholders to facilitate drafting, negotiating, and executing technology transfer agreements, cooperative research and development agreements, (CRADAs), and patent license agreements (PLAs).
  • Evaluate the feasibility of accomplishing stated program objectives from technical and management aspects, and review technical documentation delivered by contractors and Government activities.
  • Prepare reports of findings and make recommendations for corrections or resolution of emergent technical issues.
  • Prepare briefs, reports, and correspondence in U.S. Navy format for internal and external stakeholders and partners.
  • This position will require up to 5% travel (U.S. only).

    Candidates must be able to work independently and as part of a team. Successful candidates will be subject to a security investigation and must meet eligibility requirements for access to classified information. U.S. citizenship required.
