Andrew S. Dichter

Division Director, Joint, Land, Air, and Space Division (JD)

Andrew Dichter joined Systems Planning and Analysis in January 2007 and leads the Joint, Land, Air, and Space Division (JD), which provides executive decision support, conducts capabilities-based assessments, assists in operational requirements generation and conducts analytic war games for a variety of Air Force, Marine Corps, Office of the Secretary of Defense, and Joint Force clients. The division is comprised of four groups: the Joint and Air Force Analysis Group (JTAF), Joint Cyber/Information Security, Intel Acquisition Group (JCAG), Joint and Marine Corps Analysis Group (JMC), Joint Operational Analysis and Wargaming Support Group (JOWG).

Mr. Dichter is experienced in military operations, joint warfare analysis, major acquisition programs and business management. He served 31 years as an Air Force Officer leading in the areas of air, space and cyber operational requirements, aerospace operations, operations analysis, acquisition and installation management. Mr. Dichter is a retired Air Force brigadier general who established the Air Force organization responsible for interacting with the Joint Capabilities and Integration Development System and served as the Air Force study lead on several analytical topics during Quadrennial Defense Review 2006. Dichter is an experienced fighter pilot with over 2700 flying hours including combat operations during Desert Storm. His highest military award was the Defense Distinguished Service Medal.

Mr. Dichter received his Bachelor of Science degree from the U.S. Air Force Academy and a Masters of Management/Business Administration degree from Troy State University.
