John V. Quigley

International Programs and Special Projects

Photo of John QuigleyMr. Quigley is the Senior Vice President for International Programs and Special Projects. He is leading the company’s expansion of our international business with Australia and Canada across all of the defense domains – air, surface, sub-surface, space, and research and development. SPA’s growth strategy in Australia includes incorporation and opening of an office in Canberra.

Mr. Quigley also oversees numerous company strategic initiatives such as achieving international standards certifications (ISO9001 and CMMI Level 3) and overseeing a Software and Tools strategy. He is also responsible for SPA’s export control compliance.

Mr. Quigley has over 38 years of experience including a 20-year career as a U.S. Navy submarine officer. He brought to SPA an in-depth knowledge of undersea capabilities, extensive submarine experience, and a broad knowledge and understanding of military strategy and national security issues. Mr. Quigley previously served as a Division Director overseeing a broad portfolio centered on analytic capabilities to assist with key requirements, investment, strategy, and other significant government decisions. Mr. Quigley holds a B.S. in Marine Engineering from the U.S. Naval Academy, an M.A. in Business and Information Systems from Webster University, and an M.S. in National Security from the National War College.

Key business accomplishments include:

  • Developed the international business efforts for Australia and Canada
  • Led Naval Warfare analysis efforts influencing requirements, investment, and naval research decisions
  • Served as Director of Human Resources
  • Served as Division Director and Senior Vice President of the Maritime Requirements and Assessments Division (MRAD) and Group Leader, Maritime Capabilities Analysis Group (MCAG)
