Retired Rear Admiral David Duryea is the Division Director of Systems Planning & Analysis (SPA)’s Sea, Land, Air Division. He joined SPA in 2018 after a 31-year career in the U.S. Navy. He leads SPA’s work across the U.S. Navy, Marine Corps, Air Force, Army, and SPA Australia, overseeing capabilities in operations research, data science, program support, strategic communications, strategy, and cost estimation.

Following his naval service, Mr. Duryea served as Vice President for Finance and Management/Chief Financial Officer at the State University of New York at Cortland. During his Navy career, he was a Submarine Line Officer and Acquisition Professional, later serving as Deputy Commander for Undersea Warfare at the Naval Sea Systems Command and as Commander, Naval Undersea Warfare Center/Director, Undersea Technology (SEA 073).

He holds a Bachelor of Science in Geomechanics from the University of Rochester and a master’s degree from George Washington University, and is DAWIA Level III certified in Program Management.
