In a recent episode of NucleCast, Brian Groft, Technical Program Analyst at Systems Planning & Analysis (SPA), joined host Adam Lowther to discuss the essential role of Advisory and Assistance Services (A&AS) within the nuclear enterprise and the evolving mission of the Defense Threat Reduction Agency (DTRA).
Brian emphasized the distinction between A&AS, administrative support, and “performer” contracts—highlighting that A&AS personnel do not execute inherently governmental functions, but instead equip decision makers with analysis, technical insight, and mission-focused recommendations. This model, he noted, gives agencies flexibility, access to specialized expertise, and cost transparency while ensuring decisions remain grounded in independent analysis.
The conversation also addressed DTRA’s broad mission—from research and development to global operations, nuclear surety, and chem-bio defense—and how emerging threats will require even closer integration between government and industry.
